Our Leadership Team

John Brooks, CEO

John is an extensively experienced business and operations professional with more than 25 years of proven expertise in leadership positions as an administrator, change agent and cultural transformer for multiple governmental organizations and businesses. He holds certifications in grants administration as well as Title IX coordination and investigation. He also serves as an adjunct professor for multiple higher education institutions.

Jim Aller, Ph.D., SHRM-SCP, Senior Consultant

Jim is an accomplished business operations professional, with 25 years of human resources experience with national corporations and more than six years with universities serving as a business professor and administrator. Jim has several published articles and presentations focused on such topics as social media relationships, education in Third World countries and green behavior in public sector organizations.

Nathan Billings, SPHR, SHRM-SCP, Senior Consultant

Nathan has over 15 years of human resources
management in municipal government, higher education, K-12 schools, healthcare, and small business. He has extensive experience with HRIS – including design, analytics and maintenance – and compensation in both the corporate and public sectors. He is recognized for his business technology strategic planning and project management insights.

Dr. Mark Laughlin, Senior Consultant

With more than 20 years of higher education experience, Mark is a distinguished administrator and educator. His teaching career encompasses stints in K-12, technical colleges as well as private and public universities, including R1 research institutions. Mark has served multiple institutions in leadership roles where he has been recognized for his successful strategic planning, grant acquisition, conflict resolution, curriculum development and facility oversight. His administrative approach reflects a commitment to fostering innovation and collaboration.

Shawn McGee, CPA, Senior Consultant

Shawn’s professional career to date includes 30 years of experience in state government and higher education administration, with a focus on fiscal operations, particularly financial auditing, accounting and their associated technologies. Shawn also has several years of experience with auxiliary services and their various business and support enterprises. Shawn’s leadership positions include an interim college president appointment by the University System of Georgia.

Kurt Purtee, Senior Consultant

Kurt is a law enforcement professional with more than 20 years of experience including leadership and administrative positions at municipalities and universities. He has been named to the National League of Cities’ Public Safety and Crime Prevention Federal Advocacy Committee multiple times. He is a true believer in leading by example, as he is involved with numerous professional and business associations and civic organizations, and also is as an alderman for the city of Savannah, Georgia.
